The Art of Administration

The role of the Contract Administrator was formally introduced into the JCT contract in 1987, highlighting the need for a qualified professional to manage the contractual relationship between the Employer and the Contractor. At Kent Construction Consultants, we specialise in Contract Administration, ensuring that contracts are carefully tendered, clearly drafted, and consistently administered throughout the construction process to suit each client’s specific requirements.

As the region’s leading RICS-regulated practice, our Chartered Quantity Surveyors bring extensive expertise in preparing, negotiating, and evaluating JCT contracts on behalf of the Employer. We provide clients with peace of mind by ensuring that all legal, regulatory, and procedural obligations are met, and that the contract remains commercially effective from pre-construction through to project completion.

Our role extends beyond simply managing paperwork, we take ownership of the contract’s day-to-day administration, including interim valuations and issuing payment certificates, overseeing variations and managing change control, resolving claims, and maintaining accurate, auditable records. We remain proactive throughout, identifying and mitigating risks before they impact the project.

Under traditional procurement routes, where design responsibility typically rests with the Employer, our role as Contract Administrator becomes even more critical. We act as the client’s trusted representative, ensuring the contract is properly enforced, project risks are managed, and delivery is aligned with both legal requirements and the client’s strategic goals.

With Kent Construction Consultants, clients can rely on a dedicated partner who brings structure, clarity, and professionalism to every stage of the contract lifecycle.

Preparation and Delivery

Appointed by the Employer, who may take many forms, the role of Contract Administrator begins at contract award and continues throughout the entire duration of the contract. At Kent Construction Consultants, we are proud to support our clients through every stage of contract selection, preparation, and documentation. Our dedicated Quantity Surveyors expertly prepare and administer contracts to foster collaborative relationships between Employer and Contractor, while ensuring clarity and precise communication.

Throughout the delivery stages, we place significant emphasis on proactive risk mitigation. By closely monitoring contract performance, managing variations promptly, and maintaining transparent communication between all parties, we help to identify and address potential issues before they escalate. Our rigorous approach to contract administration ensures that risks related to cost, programme, and quality are carefully managed, reducing the likelihood of disputes and claims. This diligent oversight protects our clients’ interests, controls exposure, and helps deliver projects that meet their strategic and financial objectives.

Similarities to Employer’s Agent

The roles of Employer’s Agent and Contract Administrator share several similarities, and both become active during the construction delivery stages; however, they are often confused despite having distinct responsibilities. The selection of the procurement route whether in the private or public sector, plays a critical role in defining these roles and how Kent Construction Consultants manages contract administration.

While both roles involve tasks such as issuing certificates and applying the terms of the contract throughout the project lifecycle, the role of Employer’s Agent is particularly suited to Design and Build procurement and JCT contracts. In this capacity, we manage the novation of design responsibilities and associated risks, as well as administer the Employer’s Requirements to ensure that client objectives are fully met.

Whether working with private developers seeking commercial efficiencies or public sector clients requiring compliance with strict regulatory frameworks, Kent Construction Consultants tailors its approach to provide clear role definition, effective contract management, and smooth project delivery aligned with each client’s needs.

Regulated by the RICS

In today’s complex and fast-evolving marketplace, clients require certainty, trust, and professional accountability. At Kent Construction Consultants, we provide that assurance through our regulated status with the Royal Institution of Chartered Surveyors (RICS), upholding the highest standards of ethics, conduct, and service delivery.

We are experienced in navigating public procurement processes and fully compliant with government frameworks, ensuring transparency, value for money, and alignment with public sector governance requirements. Our team understands the intricacies of framework delivery and is equipped to support local authorities, public bodies, and contractors working within regulated environments.

Equally, we are highly adaptable to the financial drivers and commercial delivery demands of private sector clients. Whether the focus is on maximising return on investment, accelerating programme delivery, or enhancing asset performance, we tailor our approach to meet each client’s specific objectives.

With Kent Construction Consultants, public and private sector clients alike benefit from a trusted, accredited partner committed to delivering quality, value, and assurance at every stage of the project lifecycle.
